It all depends.
A student fresh out of college must list every internship, job experience, and award within 1 page ( is what I feel)
In fact most people from HR teams would appreciate a 1 page resume. Coz for every job out there, they get a lot of resumes. So invest in that 500 bucks and get it done professionally.
For consultants, the story is different. Sometimes even 10-page resumes auto-generated from LinkedIn are sent since consultants usually have about 20 – 25 years of experience.
So the employer would like to see a laundry list of all the tasks performed at various companies and decide which project would be most suitable for their skills.
If it is a resume for a creative job, you must make your resume stand out creatively. Pull out all the stops.
